Council is seeking Expressions of Interest from suitable applicants who may be interested in leasing the Southern Regional Livestock Exchange (SRLX) at 205 Berrima Road, Moss Vale NSW.
The Southern Regional Livestock Exchange (SRLX) is the Shire’s livestock saleyard which is currently owned and operated by Council.
Cattle sales are held on Wednesdays, fifty (50) weeks of the year, resulting in an output of approximately 56,000 cattle per year (based on the five (5) year average from 2017-2021).
The SRLX property comprises a purpose-built facility for the selling of livestock with improvements to enable a functional livestock exchange including administration, stock loading and unloading, handling/feeding/parading in the viewing areas/sales arena, and a kiosk.
The facility has recently undergone improvement works to the value of $5.2 million.
The stockholding facility comprises 205 selling pens, 4 dry pens, and 22 bull pens together with overhead walkways and laneways, transport loaders, two weighbridges, and feeding, and watering systems. All livestock pens contain a ‘soft floor’ for animal protection. The stockholding capacity of the facility is 2,200 head.
The SRLX is managed by Council, operating under business principles, and is not currently a separate entity from Council. Stakeholders who use the facility such as producers, agents and buyers generate a commercial return for its use.
Council is now calling for Expressions of Interest for the lease of the SRLX facility, including maintenance and operation of the SRLX, subject to the condition that the SRLX must continue to be operated as an ongoing commercial concern in Moss Vale at its current location for the term of the lease.
Council wishes to use the Expression of Interest (EOI) process to explore the potential alternatives for the operation of the SRLX, including the possibility of entering into a lease agreement to operate the business and maintain and clean the saleyards.
It is a requirement that the SRLX must continue to be operated as an ongoing, viable, commercial concern in Moss Vale at the current location so that the regional economy continues to accrue the significant economic benefits arising from the business.
The SRLX must be continued to be operated and managed in accordance with the terms of the Southern Regional Livestock Exchange Asset Management Plan (Concise).
Council is seeking responses to the EOI to:
- Understand the characteristics of the potential market for the saleyards business, including the type and number of interested parties and their leasing preferences; and
- Assess the capability of the Respondents to operate the SRLX as an ongoing, viable commercial concern in line with Councils' requirements on the basis of the evaluation criteria as set out in the EOI.
Council’s principal objectives in relation to the business and the site are to:
- Achieve the best outcomes for the Wingecarribee Shire community having regard to the long term and cumulative effects of decisions;
- Ensure the long-term sustainability and viability of the SRLX for the benefit of all stakeholders; and
- Endeavour to operate the SRLX as a financially self-sufficient commercial asset, whilst maintaining compliance with legislative and animal welfare requirements.
